In case it wasn't clear, I'm in complete agreement that there should be a single integrated framework as much as possible; I just don't want to be pushed into the Merkle tree plan for the over-the-wire bit necessarily.  I think a flexible description of the PI in the bulk descriptor should be able to cover all cases.
