[Twg] twg requirements doc

I have updated the requirements doc with some minor edits.  Dave and I received initial feedback from some of the board members who asked that we match the order of the features in the gathered requirements section of the document with the order of the categories and requirements in our recommendation table.  I did not add or delete any text.  I just changed the order of items in the description section.
