Thanks for starting this conversation.

Can I suggest that we set-up a Wiki page somewhere that everybody 
interested can access to allow this much needed proposal to be fleshed 
out and matured before it is turned into a concrete document. If you 
want to host the public page then that's fine by me, otherwise we can 
find space on the Whamcloud Wiki.

The purpose of the process should I think be to (in priority and logical 
order);

 1. Identify the areas where improvement is necessary, including a clear
    description of the current issues which need to be resolved
 2. Identify the features which must be carried forward with a clear
    description of the current feature
 3. Identify additional improvements that extend test forward to support
    exascale and beyond (cue Buzz Lightyear impression)
 4. Identify some candidate proposals to requirements (requirements =
    required improvements + required existing features + additional
    improvements)
 5. The 20 other things I've not thought of so please fill in as required!
 6. Work out a strategy to implement/build a system that fulfils the
    proposals
 7. Find some money to build the grand design we came up with in 6

Does that make sense?
