[Twg] requirements doc update

During our TWG call today, we agreed that we should continue to push for metadata performance improvements and decided to add two new requirements for consideration as 2013 OpenSFS development projects:

  *   File create performance
  *   Directory traversal and attribute retrieval
Please review the updated requirements document (http://goo.gl/63u9Q) when selecting your top10 requirements for the TWG to submit to the OpenSFS Board.
