Hi all - 
I was told there was some discussion about replacing CLIO.  Nikita recently put together a presentation for us not only on what CLIO is but why it was done - please see the beginning of this presentation and page 25.  Basically, the design was chosen to support planned features that were never implemented (eg. SNS, p2p caching, etc.).  
While I understand there are problems with CLIO performance, beware that replacing it may preclude some of these options.
