[cdwg] OpenSFS exec board news

Hi Steve,

The OpenSFS CDWG has discussed how communication does flow down well from the executive board to the working groups. We had the idea that maybe as the "Community" rep on the board, you would be willing to share appropriate board news with the working groups possibly via a newsletter. What do you think?
