[cdwg] Hyperion system restrictions

Hi all,

On the CDWG call last week, I clarified the Hyperion root account restrictions. Specifically, that Sensitive Country Foreign Nationals (SCFNs) are NOT allowed to have root accounts. Here is a link to a site at LBL which LLNL uses as a reference for which countries are considered sensitive:

Foreign Nationals of countries not on this list are allowed to have root accounts.
