[cdwg] CDWG Meeting minutes

FYI, I have been keeping minutes from out meetings on our wiki at 
wiki.opensfs.org.  I don't plan to send email about the minutes every 
time, so just check the wiki if you are interested.

As test of the organization of the wiki information so far, I'm not 
going to provide a direct like here.  I'll just hint that the CDWG is a 
"Working Group". :)  Hopefully the page is easy to find.
