Manpower is an issue for OpenSFS and, in my opinion, always will be as long as we remain a completely volunteer organization. Those of us actively involved in OpenSFS have full-time jobs. Whatever services OpenSFS wants to offer must remain as low overhead as possible.

I can say as Chris' manager that he doesn't have time to evaluate Confluence/JIRA and what it would take for OpenSFS to use a hosted instance of it. Based on our experience here at Livermore Computing with bringing up Confluence/JIRA, I expect even a hosted instance is going to require some amount of care and feeding.
